20. At least 5 clear days before the date of the special inquiry, the committee, through its secretary, shall send to the member, by registered mail, a notice in the form of Schedule II.
Where the sending of a notice could jeopardize the purposes for which a special inquiry is to be held, the committee may undertake the inquiry without notice.
